make a smart webapp from existing excel file

i have a excel sheet which need to be converted to php webapp
the sheet need to be verified that the calculations are accurate and also make the webapp user friendly where the webapp can suggest the beams and columns to use and can change if user want different and it can export pdf of packing list and cost to the company
and proper structral simulations need to be done in the backend by the webapp
i have attached the excel file and also a drawing for refrence of what sort of work we do
