customer Checkout browser’s cookies edit

i want to send checkout link to customer, without customer do add to cart action, to avoiding the empty shopping cart message when they open the checkout url.
for exemple : I own Two sites, when they select 'buy now' button from my wesite "A" they rederect to checkout page in the website "B" to complete the payment.
