create a mobile app that will website mysql database to store and retreve data

I have a website horsecare.cc and would lie a mobile app to to retrieve data and store data , also allow for new user sign up that will work in the app and website. the mobile app will need to do the following:
1) new user signup and login
2) view / edit / delete / records
3) buttons needed : MyHorse , Journal , feed record, hoof care, send to , notifications alerts ,photos, vet, injury,
4) the website is based on codeignitor
5) please bid on the amount to complete the project , don't bid 100 then waste my time and say it will take a 500 to complete.
