create a cms video system with ip cameras

i need to recreate a system like padelgo.tv.

It is a web portal with all the live, streaming, highlights from the playing fields.

I need your advice for:
Create the software that will be hosted on wowza;
Configure the IP cameras that send audio / video files on the website;
Create a qrcode for each facility offering the service.
