converting program from dot.net VB /csharp into php mysequel js -- 3

What we have:
A vb.net project done on Visual Studio 15.
This program is used for technical calculation and report.
This program is a multi-language program.
The mains tabs we need to translate are: "Performance" tab an "CO2 Level" tab.
Data source for this program are coming from sqlite database located in subfolder "./data/DataCentral.sdf".
All the documents relevant to product are in a subfolder named "./css" and directly connected by a string path in sqlite.

What we need:
A complete translation (front-end/back-end) for browser application, using php/mysql/py (we have xampp + python on our system).
It's compulsory to use db as multi-language manager
We can substitute the sqlite with another equivalent one, with the SAME structure (table and db) but different data inside (for example different logo image, or different product name etc… only content will be different).
Milestone:
A) block diagram : already done
B) frontend layout with 10 multiple languages ( parts have already been transferred)
C) CO2 Level tab ( parts have already been transferred)
D) Performance tab.
