conversational chatbot

I am in need of a skilled developer to create a conversational chatbot with extensive customization and fully personalized features. The chatbot will be used for customer service, appointment generation and lead generation purposes.
The chatbot will need to refer to a custom knowledge base as well as its own model. The model must be able to update the knowledge base from human reinforced learning.
The running costs of the chatbot must be minimal. The chatbot responses will need to be fast and hence conversational.

Preferred Platforms: The chatbot should be integrated into a website, as well as Facebook Messenger and WhatsApp.

Skills and Experience required:
- Proficiency in chatbot development and customization
