complain system

I am looking to have a complaint system built that incorporates a telephone based system. This system will serve the purpose of resolving customer issues that are raised - which is a priority for my company. The system should also have an automated response feature in order to speed up the resolution process, in addition to being able to track and analyze complaints. The complaint system should be user friendly with easy navigation and should operate using a telephone system. I am looking for someone with the necessary skills and experience to undertake this project.
