codeigniter webpage need some change

I have a recipe page for fun and I need some few change, like change text, logo, remove some word/data from the websites.
The website is frontpage, recipe page, author page, tag page and some few text pages. So it's not a big project.
I would like to have change the menu and make it's easier to sort the menu. Today it's sorted alphabetic but I need to do that manually. I will have that the website work good on smartphones and desktop so it must be responsive design. It shall work perfect for the users :-) so I need a detail oriented developer who understand that.
Look at the design for new recipe boxes. Here user can save recipes after registration different recipes. If user not have registration we make a popup vindue and offer the user to do that for free.
