building a manga cms panel

I want a manga website with our own cms for publishing new chapters or new manga's and be able to let user upload too and we can give them rewards on the basis of their updates. Admin should be able to manage/delete/edit the manga which are being published and All user published manga's should be first verified by the admin. There should be good ad spots for mobile users for us to generate revenue. And site should be well optimised for higher traffics.
It should have crawler to of other sites and grab content from there automatically.
