build a website using microsoft Access

the website should be in ENGLISH but and preferably an Arabic speaker should work on it and should use only Microsoft Access, we want to build a portal for university students to book appointments and apply for a gate pass online through the portal. The website should include a database of students Names, IDs, phone numbers (this is a dummy database information doesn't have to be real) .attached below is a workflow diagram and user interface for reference
