announcement page edit

hello basically i have a custom php code panel i want some modification in the announcement page
i want announcements for different groups
i want to give powers to groups to hide announcements for users
task will be done via anydesk or teamviewer
there wont be any code share
write teamviewer so i know you are not the bot
