Youtube Tracking App -- 3

We are a company focused on delivering social media engagements for our clients.
The objective of this project is to finish an app we were developing with another Dev, and he couldn't finish it.
We need a web app made with Laravel in PHP that can track specific youtube user's activities like:
- Videos posted.
- Livestreams.
After that, the app must send some information to a make webhook (We already have the webhook).
Video URL.
- Time the client posted the video.
- Video Description.
- Channel name.
- Is it a Livestream? (Yes or no)
- Client name
- Client ID
(We already have an API on RapidAPI to make this connection and retrieve the post information, but you need to create a listener only to consume the API when the client posts something new, that way, saving quota)
We must be able to register and delete clients through an API linked to the app.
We must be able to:
- Register new users.
- Register webhooks.
- Generate API keys to register/delete the clients on the app.
The app will track only and in real-time only, the clients registered.
As said before, the app is almost done, and we need another developer to finish it.
