Yii Framework Website Debugging and Redirect Issue Resolution with PhpStorm Integration

I am in need of a skilled developer who can help me with setting up locally on my Windows 11 machine in PHPStorm a Yii Framework website. The live website works fine, but locally despite having the entire dump of the website files, it is having a few issues that is not allowing me to successfully debug it. I am not seeking changes to the code, merely configuration set up help.
Ideal skills and experience for this job include:
- Expertise in Yii Framework and PHP programming
- Experience with PhpStorm, XAMPP, MySQL
- Knowledge of debugging techniques and redirect issue resolution
I have the above and supposedly appropriately installed versions to support specifically PHP 5.6 (as per the website's PHP version) including having created the database locally. We can use TeamViewer to aid resolution if necessary.
