Yii2 Configuration and REST API Development

I'm launching a new enterprise and need a Yii2 expert to help with various setup tasks. This project involves:
- Configuring User/RBAC for secure access control
- Setting up email OTP for two-step verification
- Creating necessary database migrations
- Developing the REST API (some work has been started)
- Implementing a logging system for sent emails and printed documents
- Building a prototype settlement and create payment order function (PHP code provided, this just change status of 2 fields)
- Generating several types of reports (financial, user activity, operational)
Experience with Yii2 is crucial for this project. Please highlight relevant experience in your application.
