Wordpress plugin developer

Hi there,
I am looking for a Wordpress Plugin developer who can develop a custom plugin for us.
The plugin needs to have the ability to work with the latest versions of Wordpress and WooCommerce.
The use-case:
A customer visits our webshop and orders a product called "questionnaire". During the check-out the customer should fill in how many users should receive this questionnaire (For now let's say 7). This can't be more then 10, however the limits should be changeable by the admin.
The customer pays for it using WooCommerce. After paying for it, the customer should receive a custom and unique code which provides the option to fill in the questionnaire for in this case 7 persons.
After all the 7 persons have filled in the questionnaire, those results should be visible for the admin as well that the results should be downloadble by the admin in a Excel.
The customer should be able to see in his My Account how many people are left and how many already have filled in the form.
The questions within the questionnaire should be something like gravity forms, or wpforms of anykind so that the logic and functionalities are managed via a 3rd party.
Ofcourse, each product should have a unique questionnaire, so multiple products/questionnaires should work.
