Wordpress app for Helium API

I would like to have a Wordpress plugin developed that will not be made publicly available.
The plugin can be created on top of an existing one, or created from scratch.
I need a wordpress plugin that will allow users to create accounts. From this accounts they can manage their addresses and referrals.
Their dashboard shows them information about Helium hotspot earnings. This information can be queried from the Helium API.
From the backend I want to be able to manage the users, the addresses, hotspots and payments.
A draft of requirements is attached.
