Wordpress Groundhogg Modifications in PHP

Hey. I need someone to create a dashboard which sends out different twilio text messages at different times to different groups of people on my Groundhogg Wordpress website. For example, I’d like all the people tagged in the groundhogg tag “members-maths” to be texted through the Twilio SMS api every Thursday at 8pm and everyone in the “members-French” tag to be texted on Monday at 12pm. Ideally you will make an admin interface in Wordpress to administer the messages, associated groundhogg tags they’re sent to and when they are to be sent.
