UI/UX Wordpress Developer

We are looking for a freelancer to develop user login/dashbord application using Wordpress and the dashbord is populated by querying REST API in the backend.
We are looking for someone who is
1. Excellent in Javascripts, Jquery, CSS and HTML
2. Good in Php, Python, Photoshop and design tools
3. Designed and developed several UI/UX sites using wordpress.
4. Developed new wordpress plugins/components from scratch and modified existing plugins/components by changing the source code.
5. Good in site optimization and metrics
