WordPress developer for tailored WooCommerce of a Rental company

We are looking for a WordPress programmer who knows how to custom program an audiovisual equipment rental website.
We have a website built on WordPress and WooCommerce with different options.
We are in London and every time you rent audiovisual equipment you need to check different documents.
For this reason, our idea is that the first time someone rents a piece of equipment, she can register as a member and upload all the necessary documents so that, when she rents, a second time

In addition, open different types of members that, depending on how much they pay monthly, a discount will be applied to the equipment rental.
Here in detail everything we need:
- web membership where members will receive a rental discount according to which membership plan they have chosen
- when they are locked, customers will see the price of the equipment with the discount that corresponds to their membership plan
- When registering for membership, before paying they will have to upload some documents in pdf or jpeg format, apart from filling out the typical form with billing information.
- Documents will be uploaded when customers register or when they make their first purchase if they are not logged in or registered.
- Customers can rent more pieces at the same time (amazon style) and when they are at checkout they will always be asked through a calendar the day and time of pick-up and delivery
and they want us to send it to their house. This last case is an upselling so I know, the delivery will be chosen, the price will go up and we will ask you for an address.
- At checkout always open recommended products that can be chosen with a check and will be added automatically to the shopping cart.
- There will be possibilities to add a credit to the customer's account (bonus for any problem that has happened) that they can redeem in future purchases.
We have tried to apply these functionalities with the RnB plugin and other membership plugins but we have not been able to "communicate" the two so that everything is delivered.
For example, the RnB plugin does not allow you to upload the documents only once but every time something is rented.
