WordPress Custom Plugin for Video Shortcode

I'm in need of a skilled developer to create a custom WordPress plugin for me. The primary function of this plugin will be to generate a shortcode that procides the following functionality:

The pluging should create a shorcode.
Wherever the shorcode is placed, it should display a button labelled "Video Streams"
On the press of the button it should pop up a bootstrap modal box.
It should first check if the user is logged in. It should display a msg asking user to log on, and on press of OK button close the modal box.
For the logged on user, It should list available video streams (this can be read from database custom table)
On the click of any of the listed stream, it should start that specific stream
Key Requirements:
- Proficient in PHP and WordPress plugin development
- Experience with creating and implementing shortcodes
- Ability to ensure the plugin is secure, efficient and compatible with the latest version of WordPress
- Understanding of video embedding requirements and best practices
