Woocommerce order email conditioned on customer country

Right now, we have a Dutch Woocommerce shop that will send out order emails in Dutch to all clients. However, if a customer is from Italy, we would like to send an Italian email instead. The location should be retrieved from an order, after which the email is sent in the corresponding language. We would like the code to work with Dutch and Italian for now, but it should be easy to extend it to multiple languages. Don't worry about the actual translation of the email, but rather the new workflow that should be initiated based on the customer country.
