Woocommerce integration with Green API

I would like to create a plugin to integrate with www.green-api.com/docs that allows to each movement in an order inside WooCommerce fire a trigger that send messages thru whatsapp using this API. The plugin must allow to send customized messages with variables existent in WordPress. All triggers existents in WooCommerce must be covered to fire messages to WhatsApp.
The plugin must allow to setup the green-api instance and provide the QR code authentication inside the WordPress environment.
A plus: allow to answered messages from customer must be filled the in their registers as historic messages.
