Woocommerce custom code

I am building a woocommerce site, whereby the User has to be logged in to see anything.
As the User is logged in, we will know their Billing City, eg London.
If a User adds an item to their Basket (which in this case is a Course), with a Quantity of eg 3...
THEN when the User goes to the Checkout page I need them to be able to select which OTHER Users from their CITY are going to be assigned to those 3 items.
eg
5 users are from London.
BUT the Checkout page needs to show 3 dropdown menus so the User can select which of the 5 can attend.
ALSO, each person needs a Special Requirement text area next to those 3 dropdown menus.
So the initial quantity value affects how many dropdown menus are presented to the User to then select.
