WooCommerce - Legacy API v3 custom field

We have a WooCommerce B2B store set up and require the following:
1. A custom field to be created for each user that only the admin can complete in the Wordpress backend.
2. Once an order is placed, the custom field must pass through the webhook. At this stage, we have to use the Legacy API v3 version.
3. The custom field must pass through the above webhook regardless of type of order (ie placed through the front end or a manual order in the backend). It must also pass through regardless of payment type.
