WooCommerce Enhancement: Dual Delivery Location Integration

Currently, my website works like this, it is an e-commerce store that only delivers within a certain radius, we have a API that checks your location at checkout and at the account register page, if you are in the radius you can create an account and after that you can then add items to your cart or complete your purchase.
So now Im adding a second location to my the website, so ill need the location API to pick up in another area and let people shop, The inventory for the new location will be managed with this plugin - https://www.welaunch.io/en/product/woocommerce-multi-inventory/
Then this is how the store will function:
Step 1: Store Selection Pop-Up
What: When customers visit the site, a pop-up will appear prompting them to select their preferred store. Once they choose a store, the product catalog will dynamically update to show only the stock available at that specific store. Customers will also have the option to close the pop-up and browse all products across stores.
Why: This ensures customers are directed to the correct store’s inventory for a seamless experience while allowing them to explore freely if they prefer.

Step 2: Browse and Add to Cart
What: Customers can freely browse the website and add products to their cart. If they close the pop-up without selecting a store, the catalog will include products from all locations.

Step 3: Delivery Radius Check at Cart
What: When customers review their cart, they will be prompted to enter their delivery address. Our Google API integration will then validate if the address falls within the delivery radius of their selected or closest store.
Why: Validating eligibility at the cart stage helps manage customer expectations before proceeding to checkout.
Step 4: Stock Validation
What: Once the delivery address is verified, the system will check stock availability at the store linked to the address. If certain items are unavailable, customers will be notified and given options to adjust their cart or select an alternative store.
Why: Ensures all items in the cart can be fulfilled, preventing order delays and reducing checkout friction.
