Whatsapp Bulk Messaging Service

I need a WhatsApp Bulk Message Sending solution for our business.
Requirements:
1. Able to switch sender numbers easily (please advise on how to automatically buy new numbers)
2. Able to send WhatsApp message to a list of users (by spool, there are over 500k users to send out in a week) in a speed that will not be suspended by WhatsApp easily
3. Able to import the Message Template, Receipts and Senders
Don't wish to use the Business API.
