WhatsApp auto responder

I want to create an auto responder application to WhatsApp messages. The application must have an auto respond feature to certain messages with fuzzy matching of keywords and respond with a predefined message templates. The application should be a standalone that works with WhatsApp web and does NOT depend on any cloud or firebase/dialogeflow paid services.
