Website Down - Hosted with Google Cloud / Google Domains

Need help getting my website back running. Am using Google Cloud / Google Domains and didn't realize the default payment method I had setup wasn't working, so the account lapsed and I think they possibly deleted my services / VMs. I've updated the account, but my website still isn't working, maybe because they possibly deleted my services / VMs. I have a local backup of my site and need help getting the site back live.
