Website Devlopment

I am looking for someone to build a website, it should be responsive and standard free template can be used. main use case is informative content, plus a forum. The forum feature needs to be robust for user to easily contribute the content, like for example team-bhp.com. for now i just need to get the website created with themes and lorem ipsum content, once done i will be looking for content creator also but that will be second phase. also for now we need 1 website but if it goes well than there are 5 more (3 .com) and (2 .in) website. looking for fixed price model but flexible for other models if it make sense. a proven track record with sample work and client testimonial required.
