Website Designer Required For Restaurant Project

This should be a straight forward project for a web designer / programmer skilled in developing restaurant web sites.
Background to the Project:
The web restaurant site will take advantage of "off the shelf" restaurant apps based on Laravel the Flutter Framework.
There are six modules: three mobile apps, two web panels, one website, and one landing page. It is an on-demand food delivery script.

Project Requirements are:
1. Configure all six modules (this includes the three mobile apps) into a fully functional SINGLE RESTAURANT website that is ready to take and fulfil orders from customers.
2. Make changes to the look and feel of the modules to reflect the brand guideline developed by the client.
3. Configure the payment gateway with the client's payment provider (PayPal, etc) to take payment from customers
4. Add content to the content pages of the web site (logo, Landing page, About us, Privacy policy, Terms & Conditions, Deliveries Policy, Refund Policy, Cancellation Policy)
5. Configure and edit the Contact us page/form
6. Configure web panels to include the menu options (food categories, images of food/dishes, etc).
7. Edit and upload images (logo, dishes, digital images)
8. Configure all functions (server, email, apps, etc) so the website operate seamlessly and is completely functional.
9. Assist the restaurant owner to understand the back end operational aspects of the apps (ordering, food delivery, reporting etc) so she is confident in using all
functions to run her restaurant business.
10. Optimize the website for seo so it is fast loading.
The chosen freelancer will benefit from future work from this client as changes are made the website by the owners of the script and the restaurant owner.
Do not bid on this project if you don't have the skills and high level of competence in web design and development.
My maximum budget for this project is $450.
