Website Design Project Outline Document

I am looking for an experience website developer who has experience with creating project outline documents. I want this done independently and i am making a new website and I want a clear and detailed spec sheet to be able to provide to the actual website developer. So i will give you a reference website and explain to you what the website will have and its features etc. So you then need to write a detailed spec sheet for developers to implement along with milestones and deliverables for each.
