Webplatform with chat & payment functionality

Creating a webplatform with an app (if it's not much additional effort) for people to get connected with a consultant in field of IT Support or spiritual services - in realtime with a chat.
The IT support or spiritual services are split with an own website publication, but the basis (platform development) must be the same.
The client will go on the platform, define a question and after he will be matched with a consultant who will help him with his request. It must be possible to have more than one consultant actively waiting for a customer.
The client and consultant can have an active chat. The client will only be charged for the time it took to answer his question(s) / solve his problem.
Special points / knowledge about the platform:
-It must be possible for the clients to pay our service by credit card or paypal. The fee for the customer is flexible and is based after the time the client took on the chat.
The payment details must be gathered before starting the chat (there is always a basic fee), but after the chat is finished, the client will be charged with an additional fee for the time.
-The clients and consultants need to register themselves on the website and having their own profile. The consultant needs to be approved.
It must be possible for me to see the profiles with the information as also generally said - when did what happen.
