Webmail for multiple accounts

I need a webmail that I can use on a VPS. It can be done in PHP or Python
What I require is to be able to check multiple email accounts, that the accounts are downloaded in different tabs and to be able to send emails from all the boxes. It would be similar to using GMAIL with "pop accounts" and "send emails as" but with maybe 500 email accounts.
The system should be similar to GMAIL: that I can add the data of the accounts that I want to check and for which I want to be able to send emails. It is important that I do not care about the webmail interface nor do I want extra things (calendars, contact lists, etc). Simply being able to check and send emails from the boxes that I want.
If possible I also want to be able to create filters based on the recipient. For example "If the RECIPIENT says such an email account, let the message go to such a tab"
