Webex Integration to respond to Commands

Using the Webex REST API's to create a SBOT which does the following (https://developer.webex.com/docs/bots)
- End User has an existing 'TEAM' and creates a new 'SPACE'. This adds all team members to the space
- End User invokes the BOT (Eg. @SBOT Start)
- SBOT uses the API to see which team members are in an active state (Eg. Logged In and Active). Any users who are inactive state, remove them from the Space
- End User invokes the SBOT (Eg. @SBOT Stop)
- SBOT archives the space
