Webcam Functionality for Existing Site

I need to add web-camera functions to my existing camera view website. The features needed are:

- Live streaming
- Snapshot capture
- Recording

These functions must be compatible with both desktop and mobile platforms. Access to the webcam functions should be restricted.

Ideal skills and experience:
- Experience in web development with a focus on camera functionalities
- Knowledge of live streaming technologies

Requirements:
