Web site for personal and family music

I need to create a web site that I can give access to user with a password and username, I will email or send the username and password previously, the user will have this information and they have to validate this username and password., I want to be able to upload music per thematic , pages need 40 different pages to upload the music, pictures and a brief description of the music produced for my and my family. Every user has a maximum number of download music for a predetermine page twice times after used his email and password for two times the log will expire. I want to be able to manage the username and password by myself I want to add numerous usernames and passwords. the music format will be mp3 the pictures jpg or bmp. every user will have access to only one theme page.
