Web based API

I want a freelancer who can make a web based application with APIs for creating reports and analysis. Freelancer should be having some knowledge of statistics. Associated database will be Mongo DB. Clients will build their mobile/ desktop/web based application to access thorough APIs that we offer. Knowledge of Rasch analysis will be preferred.
