Web application / Wordpress/Joomla template

The purpose of this web application / site is to allow users to record and edit customer information for different customer types.
All customer types will have a set of standard fields, as well as fields unique to the customer type.
The site must be secure and data protected. Form data should go to a separate database table which can be downloaded / uploaded in bulk.
I need to be able to edit the sample pages provided (by adding & removing fields), and I must be able to create new pages for new customer types. I want to do this in Bootstrap, with minimal manual PHP or HTML changes.
I have built the forms in a basic template for the site in Bootstrap.
I would like to be able to manage the site via a CMS, such as Wordpress or Drupal, or whichever you think will work best.
Requirements
R01 - Site can be managed via a content management system (CMS).
R02 - To access a site, users must be registered by site admin.
R03 - A search bar in the header of each page allows users to search the database. When they click on a result, they are taken to that customer's page.
R04 - The ‘Reference number’ field is used as the customer identifier in the database.
R05 - When save is clicked on a customer page, form data is sent to the database. If a customer already exists, data is updated.
R06 - When save is clicked on a customer page, the user stays on the form page.
R07 - User is able to upload files (such as PDF, Word documents) to the database.
R08 - Once uploaded, files can be viewed/downloaded within the form.
R09 - Customer list page shows a list of all customers in the database.
R10 - Customer list page contains a table of all customers. Table is sortable by clicking on headings.
R11 - Customer list table allows users to click a link to form to view / edit customer information.
R12 - Every change to data on a customer's page is audited and able to be seen.
R13 - Customer start date field to default to 'todays' date, can not be changed by user.
