Web application & a Basic mobile App

We run a small training institute.
We provide placement assistance to our students.
We need a web application to manage job placement related activities, like scheduling, arranging interviews for our students.
There will be 5 kinds of users for this web portal, admin, HR manager Placement co-ordinator, branch manager, student.
Also a small hybrid mobile app for students to see their progress & see notification & for communication with placement co-ordinator.
Each student is assigned to a specific job role category : ex: a student who has completed cloud computing course will be added to cloud computing category, so that he will be seeing only jobs related to this category only.
Placement co-ordinator adds/edit job openings in to web portal, PC ( placement co-ordinator send CVs to recruiter, creates chat groups for selected students with any client…etc
Placement co-ordinator / HR manager tasks as below:
* Add job openings details
* download Cvs of selected students as zip file to local desktop
* change status of student like below against each recruiter:
interview attended
interview not attended
interview failed
Offer accepted
Offer rejected.
*And another status for each student like : actively looking for a job, inactive, Got job, on hold
*Upload CV of student in to web portal
*Create chat/communication group with specific students to start communicating with all students - its one way communication - only PC can put messages in the group.
* Communication: Student can send message to PC & PC can reply to student
* If status of the student is inactive, got job, on hold then student can not communicate to PC -when tries to communicate to PC , a message should appear as "contact your student co-ordinator"
