Web application, Android APP and IOS APP

Hello guys,
One of my customers is looking for a web application, plus two phone apps (Android APP and IOS APP), with the following features:

Features
- Login for members to enter the application using username and password.

Upon entering the system, the member will be able to perform the following actions:
- View account status (pending payments)
- Make payment of the account statement
- Generate historical report of payments made
- Update of personal data
- Request for reservation of rooms and events
- Request for quotes
- Connection to database on local server (SQL Server)
- Language = Spanish
- Technology = Open to suggestions
- Client industry = Private club
- Country = El Salvador, Central America.
