Web app - db search and permissions management

Web based app to search existing database based on selected parameters + implement user roles and permission management.
I'm looking for a developer experienced in building web apps. The project is about writing a web app that would do mostly searches on a database (database structure to be discussed). The app needs to provide an interface to manage users and their permissions: there needs to be an admin role that can create new user accounts and assign those specific users to an ID (ID# is a value in one of the db data columns) so that the user can search only db records with that ID#. The search is supposed to query one of the other tables (registration plate #) and return all records that match the entered search value. The records include links to images and these need to be presented as links (for local download) on the results page.
The UI project will be provided.
If this project goes well, there will most probably be other projects, mostly focused around WordPress (new plugins).
