Web app Private Network of Employees Database for Restaurant Owners

Private network database for Restaurant owners that will upload bad employees, is like a private bureau of employees, where members can search and upload a bad employee.
Restaurant owners must register with full name, address, restaurant name, restaurant phone number, user's whatsapp, photo of restaurant, and members can upload pictures of employees, employees id's, description of work, hired date, fired date, information about employee, name, address, date of birth, etc. And admin must approved such request of registration and new applicants must put who refereed them to the system, this is referred only platform, not public.
Members will be able to search database by name, doesn't matter if is first name or last name, whatever is put in search field system will search and find and shows all information available.
Need to have third party authentication for members to login, like Google authentication app to avoid login from other devices or other unauthorized people.
The objective of this system is to help restaurant owners to be able to check the reputation of an employee to be hire.
System need to send sms to validate new members cell phone number.
