Web app Crypto and Telegram

Hi we want to build a web app that will retrieve live the prices of cryptos and to can set some rules to the backend. If the rules is valid to send a message to groups on telegram . The freelancers that will give us proposal need to send us portfolio of similar works and also to explain us to give us a techical analylis about this. Proposals without these 2 will not respond.
