Web-API needed for UPS transport labels scan (Scan OCR Barcode)

We need a Web-API which accepts images, scan the recipient address and UPS tracking Barcode and gives a response with the address and barcode as text in an JSON response. The recognition and barcode should be processed with OpenCV or any other open library. Commercial recognition libraries can be offered if the price is not too high. We would prefer an API based on PHP with or without external libraries which work on our own Windows Server. The whole application should be installed and wokring on our server without the need to contact other servers or services. A working example or ealier realized projects in the same way are likely to get awarded. A sample label is attached with the expected areas to be read are marked in red.
