WHMCS & TCP and HTTP Proxy Panel

I need someone to build me tcp and http proxy panel on a linux server i can provide the server, I also need someone to create a panel for users to manage there proxy, and admin backend to manage users. I also need a whmcs module for instant activation on all services, This must work for re-sellers to add more servers
