Vtiger - Can't download/display files in documents module and wrong timestamps

I have 2 issues-
Issue #1:
Vtiger mailscanner/converter is enabled and is working fine. However email images will not display/open/download, when I try to open them in the documents module.
Storage folder has 775 permissions so something else must wrong.

Issue #2:
Timestamps are off by approx 2 hours. When viewing actions performed in vtiger in the History widget, the timestamps are wrong.
User time setting are correct : (UTC+01:00) Brussels, Copenhagen, Madrid, Paris
Config.in.php has the following:
if(isset($default_timezone) && function_exists('date_default_timezone_set')) {
@date_default_timezone_set($default_timezone);
}
When these issues has been solved I need a "how-to-Guide" so I can reproduce the solution at a later time if needed.
