Vimeo + ActiveCampaign Integration -- 2

I have a client that has video content behind a paywall. The videos are hosted on Vimeo. We need a way to track how much of a video a user has watched.
We would like that number reported back to the user's ActiveCampaign profile. My client wants to know how much of a video a user has seen.
I think the approach would be to do this: I would like to eliminate GTM, but just not sure how vimeo would talk to active campaign
1.) Connect Google Tag Manager to website (already done)
2.) Build Google app vimeo listener
3.) build google app to gonnect GTM and Active campaign
The basics are getting watch stats per user inside of activecampaign
There's a plugin for AC that used to do this, but it's broken and doesn't work- developer has abandoned the project
