Video streaming platform using existing blockchain (decentralized)

For example we like dtube cause it is built on top of steem.com blockchain but we dont know how system works and will uploaders have to pay to upload video in form of buying steem token.

What ae are trying to accomplish we need simple, fast, secure , decentralized and censorship free solution for small community based aggregator tube site that will host videos from youtube only one one language and we wont have more than 10k videos to start. We need decentralized solution to encourage content creators to upload videos onto our own decentralized cloud hosting platform optimized for streaming or decentralized peer to peer CDN.

Successful candidate would be block chain expert or consultant who could compare quickly developer or api documentation of following platforms and choose best options in terms of cost, security, streaming latency, or speed , etc:
steem, storj, theta, fielcoin, videcoin, and livepeer.

High-Quality Streams.), built on top of etherum , but looking at api it seems you can send as input video to transcode or encode not sure if can use it for streaming and hosting video content. And what will be the cost to use it cause of we want to offer to users to upload videos to our platform for free. livepeer says transcoding is 80% cheaper compared to competition cause transcoders and orchestrators nodes are people with gpus. disadvantage: etherum could have congestion and high fees but not sure how livepeer works.

2)Then we came across theta https://www.thetatoken.org/ which it says open source and https://www.theta.tv/ is example of application built on top of theta blockchain?
not sure how it works.

3) Then there are well known decentralized dropbox alternatives like storj and filecoin and seems storj started offering streaming .

4) videcoin- https://videocoin.io/ that says it uses both filecoin and storj for storing videos.

5)then lastly we found out that dtube which we like both in interface and operating speeds uses steem blockchain. not sure what other blockchain tube sites such as dlive or bitchute use.

6) also https://lbry.tech/ blockchain or tube but not sure how it works see only desktop version. there could be other blockchains for streaming which need to be researched

there is also https://verasity.io/ but it seems it is additional layer but not sure if it could be part of solution.
