AR Video /filter for Web

Need a basic AR (web-based) application. The main goal is to have a video filter play on the camera, the user presses the record button to record a video with the filter playing on top. Then they can download the video to their phones and share it via email etc.
Mainly we have to overlay a transparent video filter (similar to Instagram) on the camera feed. But it has to be a web-based solution.
