VAT Tax Magento 2 module

VAT validation issue:
Add a custom module to call vat API service and cache the results. Caching the results from the service locally will allow us to call vat validation at any point with minimal impact to performance.
This module would implement both front end and backend validation. So we would need to expose a web service that it could be called from JS for user interactive validation (address entry forms). and for backend validation on actions like place order and in the tax calculation plugin.
